Purpose and Objectives

This policy provides supporting guidance on the application and usage of the HR Authorisation Schedule. These Guidelines must be read in conjunction with the Delegations of Authority Policy which sets out the general principles of the delegation that apply to delegations across the Company.

Scope

This policy applies to all continuing, fixed-term and casual staff members.

Responsibilities

Authorised Officers must exercise care and diligence when exercising authorised powers and functions and must only exercise authorities within the limits of that prescribed. These Guidelines and the Delegations Framework do not relieve staff from their duty to be fully conversant with the source materials which affect them and which give the context and rationale for the exercise of their powers.

The Director, Human Resources can approve the addition of a position to the Authority Levels. It is expected that the addition of positions to the Authority Levels will only occur in exceptional circumstances, usually related to the creation of a new position that is not covered by the standard titling.

The Authority Levels are intended for consistent application across the Company and, as such, standard or general position titling has been utilised where possible (for example Executive Manager or Supervisor).

In the event an approval authority is of the view that a position requires the addition to the Authority Levels, the matter should be raised through the relevant senior manager for submission to the Director, Human Resources.

The request must be submitted in writing to the Director, Human Resources for consideration. A request must include the justification for inclusion, including consideration of similar positions within the Company.

To avoid doubt, there is no requirement to seek approval from the Director, Human Resources when a new starter commences in a role that is currently contained in the Authority Levels (for example a new Road Crew Supervisor) or when a position becomes a Supervisory position.

Approval authorities should seek advice from local HR representatives prior to submitting a request for an addition to the Authority Levels.

Authorisation of HR related powers and function

The Chief Executive Officer (CEO) has been delegated all powers and functions necessary or desirable for the engagement, deployment, management, and discipline of the Company‘s employees, contractors, agents and volunteers.

The CEO has in turn elected to authorise certain officers of The Company to exercise specified HR powers and functions as outlined in the HR Authorisation Schedule.
